Under the National Voter Registration Act (NVRA) of 1993, learners are offered the opportunity to become registered voters. The National Mail Voter Registration Form is available at the U.S. Election Assistance Commission website (USEAC) and can be used to register to vote in almost all states, except North Dakota, Wyoming, American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands. Learners residing in the aforementioned states or territories must request a voter registration form from their state election office.

Learners also can register by mail, online, or in-person at their local election offices, the listing for which is available at the USEAC website. If the application is sent by mail, it must be postmarked at least thirty (30) days before the election to be eligible to vote in that election. The application must be submitted online or in person at the County Clerk’s Office at least fifteen (15) days before an election for the voter to be eligible to vote in that election.
